What This Development Means

Mexico's National Commission for the Efficient Use of Energy has adopted binding pre-market energy reporting and consumer-information rules for 40 equipment and appliance categories, including motor vehicles. The agreement entered into force on 12 September 2026. Existing registrations remain valid only where technical characteristics and energy consumption have not changed.

Must Every Existing Product Be Registered Again?

No. Information filed before 12 September 2026 does not need to be resubmitted where the product retains the technical characteristics supporting its registration and its energy consumption is unchanged. A relevant component or consumption change requires an update.

Are Accredited Laboratory Reports Compulsory For Every Filing?

The agreement says reports should preferably come from accredited laboratories. If results do not, the obligated party must identify their source and provide detailed Spanish-language information on the method, test equipment, measurement instruments and calculations used.

Mexico Energy Reporting And Labelling Rules Take Effect

Mexico's National Commission for the Efficient Use of Energy, known as CONUEE, has adopted energy reporting and labelling rules for listed equipment, appliances and vehicles. The agreement published in the Diario Oficial de la Federación on 11 September 2026 entered into force the following day.

Manufacturers, importers, distributors and sellers whose principal activity covers listed products are obligated parties. Before commercialisation, they must register and submit energy-consumption information through CONUEE's electronic catalogue system.

Products, Evidence And Review Periods

Appendix A lists 40 categories. They include amplifiers, industrial water pumps, boilers, compressors, computers and monitors, printers, commercial and domestic cooking equipment, industrial laundry equipment, lighting products, vending machines, hair-care appliances and motor vehicles.

Initial filings and updates must use the relevant form. Test reports must be in Spanish, issued in the obligated party's name and no more than one year old when submitted. Accredited Mexican quality-infrastructure laboratories are preferred rather than made an absolute condition. Where results come from another source, the filer must explain the methodology, test equipment, instruments and calculations in Spanish.

CONUEE has 25 working days after confirmed receipt to decide an initial or updated registration. It may issue one request for correction within 10 working days. The company then has five working days from notification to respond, or the application may be rejected. A receipt confirms submission, not the truth or legal sufficiency of the filing.

Labels, Exemptions And Transitional Treatment

New products or packaging must show energy consumption, the energy source and, where applicable, the quantity of goods or services delivered per unit of energy. Electrical equipment generally shows watt-hours for one hour of operation. Thermal equipment generally shows monthly fuel use. Combustion vehicles show city, highway and combined kilometres per litre. Plug-in hybrids and electric vehicles have additional efficiency fields.

The energy ministry may exempt products covered by a current Mexican official energy-efficiency standard where a corresponding certificate exists. This is a decision-based exemption, not automatic exclusion from the catalogue.

The agreement repeals the 2023 catalogue and 2020 formats. Existing registrations do not need to be resubmitted if the technical characteristics and energy consumption remain unchanged. Existing system credentials also continue. Any component change affecting consumption triggers an update.

CONUEE may conduct verification and pursue infringements under the Energy Planning and Transition Law and its regulation. Retailers and distributors therefore need product-level confirmation, even where an upstream party manages the filing.

Analysis, clearly identified as an inference: the savings clause makes change control the practical compliance gate. A model retained under an old registration can lose that benefit when a component substitution alters consumption. Engineering change notices should therefore trigger regulatory review before stock is released.
