Sweden PFAS Ban Proposal Targets Consumer Products From 2028

Sweden proposed a national prohibition on PFAS in specified consumer products on 23 July 2026, with an intended start of 1 January 2028. The consultation on memorandum KN2026/01597 closes on 30 November 2026. The proposal is not an adopted prohibition.

Products And Concentration Limits

The draft concerns commercial making available to consumers on the Swedish market. It covers clothing, footwear, their impregnation agents, cosmetics, food-contact kitchenware and ski wax. For kitchenware, the concentration conditions concern food-contact parts.

Proposed limits in homogeneous material are 25 micrograms per kilogram for individual non-polymeric PFAS, 250 micrograms per kilogram for their sum including relevant precursor degradation, and 50 milligrams per kilogram for all PFAS. The proposal is not confined to intentionally added substances.

Proposed Exemptions And EU Timing

The draft provides exemptions for specified personal protective equipment and its re-impregnation agents, reusable second-hand products, and clothing containing at least 20% post-consumer recycled material. These conditions may change before adoption.

The Swedish government expected a broader EU restriction proposal in 2027. It intends the national prohibition to cease when corresponding EU restrictions begin to apply. Adoption of an EU measure and its application date are different milestones.

The proposal does not prohibit every industrial PFAS use. Existing EU restrictions on particular PFAS remain separate from the broader restriction process.
