Albania Approves SVHC And Candidate Substance Lists

Albania's environment minister has approved a list of substances of very high concern and a separate candidate-substance list under Order No. 521 of 21 October 2026. The order states that it enters into force immediately. Its two annexes distinguish substances on the SVHC list from candidates for inclusion.

The first annex sets authorisation application deadlines and sunset dates for listed substances and uses. These dates vary by entry. The order does not give every listed substance a single new deadline.

Entry-Specific Dates

For 1-bromopropane, Annex 1 specifies an application deadline of 21 October 2027 and a sunset date of 21 April 2029. The annex assigns the same dates to several other entries, while retaining older dates elsewhere.

The DEHP entry has separate provisions for particular uses. Uses in medical devices covered by the relevant medical-device and in vitro diagnostic legislation have an application deadline of 1 January 2029 and a sunset date of 1 July 2030. Other DEHP uses follow the dates and conditions stated in that entry.

Authorisation And Existing Dates

The annex's explanatory notes distinguish the application deadline from the later sunset date. They provide for continued use pending an authorisation decision where the application conditions are met. After the sunset date, placing the substance on the market or using it requires authorisation under the stated conditions.

For musk xylene, Annex 1 retains an application deadline of 1 October 2018 and a sunset date of 1 October 2019. These dates are separate from the later dates assigned to other entries.
