China's Ministry of Commerce has initiated a p-nitrotoluene anti-dumping investigation into imports originating in the European Union. Announcement No. 44 of 2026 took effect on 3 October after an application filed on 14 September by Jiangsu Huaihe Chemical Co and Hubei Dongfang Chemical Co on behalf of the domestic industry.
The initiation is procedural, not a finding of dumping. No provisional or definitive anti-dumping duty is currently due under this case. The ministry will investigate export pricing and injury before deciding whether trade remedies are justified.
Scope Covers One Defined Chemical And Tariff Heading
The product is p-nitrotoluene, also called para nitrotoluene or 4-nitrotoluene and abbreviated PNT, p-NT or 4-NT. Its molecular formula is C7H7NO2. The notice describes a light-yellow to light-brown solid at 25°C that is insoluble in water.
The investigation covers European Union-origin material under Chinese tariff code 29042020. Other products classified under that code are expressly outside the case. Origin, not merely the country of shipment, is therefore central to scope analysis.
P-nitrotoluene is used to make intermediates including p-toluidine, DSD acid, p-nitrobenzoic acid, toluene diisocyanate and benzidine-related products. Registration And Evidence Deadlines Arrive Quickly
Interested parties must register through the ministry's trade remedy investigation platform within 20 days of publication. Calculated from the 3 October notice, the deadline is 23 October 2026. Registrants must provide identity and affiliation information, relevant export or import volumes and values, and production and sales information for like products.
Comments on product scope, applicant standing or the investigated jurisdiction are due in the same 20-day period. The dumping investigation period runs from 1 July 2025 to 30 June 2026. The injury period runs from 1 January 2022 to 30 June 2026. Questionnaires are normally issued within 10 working days after the registration deadline.
