France Delays Professional Packaging EPR Launch To January 2027

France will make its professional packaging extended producer responsibility scheme operational on 1 January 2027, six months later than the planned 1 July 2026 start. The France professional packaging EPR decision, announced on 28 July, gives producers, importers, distributors, customers and waste operators limited extra time to resolve scope, fees, traceability and contracting.

Why France Professional Packaging EPR Was Delayed

Ecological Transition Minister Mathieu Lefèvre said the conditions were not ready for an efficient launch of the polluter-pays scheme. European-level work needed to identify the economic operators required to contribute had not concluded, leaving many businesses uncertain about whether they must join one of the three approved producer responsibility organisations.

The ministry also said late publication of fee scales prevented operators from incorporating the new charge into their business models. The professional packaging EPR organisations have been asked to publish their 2027 scales in September. The administration plans to resolve outstanding uncertainty about obligations by the end of that month.

New Packaging EPR Timetable And Duties

Affected operators are expected to join an approved organisation by the end of 2026 so the scheme can be fully operational on 1 January 2027. The additional period will also be used to complete technical work on traceability and standards with downstream waste-management participants.

Professional packaging and packaging waste can include transport, industrial and commercial formats used to contain, protect, handle or deliver products outside household consumption. The value chain can involve raw-material suppliers, packaging manufacturers, fillers, importers, wholesalers, retailers, business customers, collectors, sorters and recyclers. Exact liability depends on the final scope clarification, not simply who physically produces the packaging.

What Companies Should Do Before January 2027

For professional packaging EPR readiness, businesses should not treat the delay as a pause. They should map packaging formats and flows, identify the entity first placing each item on the French market, estimate volumes, and determine which approved organisation is relevant. Commercial teams should model fees when September scales appear, while procurement and legal teams review contracts for data, cost and reporting responsibilities.

Companies should also strengthen packaging data at product and customer level. Reliable material, weight, format, destination and reuse information will support registration, fee calculation, traceability and future eco-modulation.
