China notified a proposed mandatory national standard for forging production to the World Trade Organization on 11 August 2026. The China forging safety standard would replace GB 13318-2003 and turn a partly mandatory framework into a wholly mandatory specification spanning workplace safety, equipment and environmental controls.
WTO notification G/TBT/N/CHN/2330 lists 10 October 2026 as the comment deadline. Adoption remains to be determined, with entry into force proposed six months after adoption. Forging Workplaces Face Measurable Safety Limits
The China forging safety standard proposes an eight-hour noise limit of 85 dB(A), adding 3 dB whenever exposure time halves, with an absolute maximum of 115 dB(A). Forging-robot noise would be limited to 80 dB(A).
Thermal radiation above 350 watts per square metre would require screening and mechanical ventilation. Local cooling airflow would be 5 to 7 metres per second. General lighting would need at least 200 lux, rising to 300 lux at control rooms and workstations.
Pedestrian routes would be at least one metre wide and vehicle routes three metres. Ordinary stacks of blanks and forgings would stay below two metres, with base width greater than stack height.
Pollution And Equipment Controls Sit In One Draft
Specified fuel gas would face a sulphur limit of 180 milligrams per cubic metre. Exhaust stacks would be at least 15 metres high and three metres above the highest building within 200 metres.
The draft also proposes wastewater limits including pH 6 to 9, oil at 10 milligrams per litre, suspended solids at 150, sulphide at 1, volatile acids at 0.5, and copper, zinc and lead each at 1 milligram per litre.
Robots would need grounding resistance no greater than 0.1 ohms. Cranes generally would require load limiters from one tonne. Gas furnaces stopped for more than 48 hours would need gas release or replacement and pre-ignition purging.
Manufacturers Should Map The Entire Process
Forging plants, metal-component manufacturers, forging-equipment suppliers, factory designers and engineering contractors serving the Chinese market should compare the draft with relevant specifications, layouts, monitoring and maintenance records.
Detailed tables add equipment-specific floor loads, clearances and vibration limits, so businesses should review the official draft rather than rely on headline thresholds. Consultation feedback should identify conflicts with installed equipment, international standards or feasible transition periods.
