China’s mandatory national standard for general safety requirements for child-care articles, GB 46516—2025, took effect on 1 November 2026. Three accompanying recommended standards for pushchairs, baby walkers and safety barriers took effect on the same date, according to the State Administration for Market Regulation’s 30 October announcement.

The general standard covers products that assist children aged 48 months and under with sitting, bathing, routine care, sleeping, carrying and protection. Examples include pushchairs, walkers and infant safety barriers.

Chemical And Physical Safety

SAMR says the mandatory standard sets limits for migratable elements, plasticisers, formaldehyde, decomposable hazardous aromatic amines, short-chain chlorinated paraffins and volatile organic compounds. These provisions address exposure through skin contact and mouthing. The announcement does not reproduce the numerical chemical limits.

Mechanical provisions address small parts, hazardous openings, sharp edges and points, cords, moving parts, folding mechanisms and restraint systems. The standard also addresses thermal, electrical and radiation hazards, together with marking and warnings.

Three Supporting Product Standards

The recommended pushchair standard, GB/T 14748—2025, extends coverage to pushchairs carrying 15–22 kg and models with integrated rear standing platforms. It updates restraint, folding-lock, parking-brake and structural-stability provisions.

GB/T 14749—2025, for baby walkers, adds stair-fall protection and parking-device provisions and updates structural and test requirements. GB/T 46508—2025, for infant safety barriers, specifies parameters for protective height, openings, locking and slip resistance, alongside warnings and instructions.

SAMR distinguishes these three recommended product standards from the mandatory general standard. Its October announcement concerns their implementation on 1 November, rather than adoption of four new standards that weekend.
