
Revised EU Data Rules Set to Reshape Active Substance Approvals for Plant Protection Products
The EU is updating data requirements for active substances in plant protection products, raising safety standards and regulatory expectations.


The European Commission has officially renewed the approval of ethephon, an active substance used in plant protection products. This decision, detailed in Commission Implementing Regulation (EU) 2023/2591, was made on 21 November 2023, following a comprehensive evaluation process.
Ethephon, known for its role in regulating plant growth and ripening, has been a subject of thorough assessment under Regulation (EC) No 1107/2009, which governs the marketing of plant protection products in the EU. The renewal process involved a collaborative effort between the Netherlands and Poland, acting as rapporteur and co-rapporteur Member States, respectively.
The decision to renew ethephon's approval until 31 January 2039 comes after extensive evaluation and public consultation led by the European Food Safety Authority (EFSA). Notably, in 2019, EFSA requested additional information on etheophon's endocrine disruptive properties, a critical aspect in ensuring the safety of such substances.
