
UK Internal Market Regulations Exclude Glue Trap Sales Bans From Market Access Rules
The UK has carved out glue trap sales prohibitions from internal market access principles, enabling devolved and national restrictions to operate as intended.

The Health and Safety Executive (HSE) has taken significant strides in chemical regulation by recommending the inclusion of diisohexyl phthalate in the UK Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Authorization List (Annex 14).
In a recent ebulletin issued on 17 January 2024, the HSE confirmed the finalization of its second recommendation to include diisohexyl phthalate (EC: 276-090-2 and CAS: 71850-09-4) in Annex 14 of UK REACH. This follows a draft recommendation published in September 2023, which was subject to a 3-month public commenting period concluding in December.
The final decision on the inclusion of diisohexyl phthalate into Annex 14 now rests with the Appropriate Authorities, which includes the Secretary of State for the Department for Environment, Food & Rural Affairs (Defra) and the Scottish and Welsh Ministers. These authorities will evaluate the HSE's recommendation before making the final call.
