
Illinois to Ban Nonbiodegradable Plastic Glitter in Personal Care Products by 2029
Illinois will prohibit nonbiodegradable plastic glitter in personal care products by 2029, impacting manufacturers, retailers, and regulators alike.


The U.S. Environmental Protection Agency (EPA) has announced updates to its annual pesticide registration maintenance fees for the fiscal year 2025. Registrants must submit their forms and payments electronically by January 15, 2025, to avoid cancellation of registrations. The fee remains $4,875 per product, consistent with FY2024, aligning with the $42 million annual target outlined in the Pesticide Registration Improvement Act (PRIA 5).
All registrants under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Sections 3 and 24(c) are required to comply. Failure to meet the January 15, 2025, deadline will result in the cancellation of product registrations without notice, as per FIFRA Section 4(i)(1)(M).
Registrants must access the EPA's updated fee tables, product listings, and filing forms from the Annual Pesticide Registration Maintenance Fees webpage. Payments are only accepted electronically via Pay.gov, with a maximum credit card limit of $24,999 per transaction. Detailed instructions, including ACH and Fedwire transfer options, are available.
Certain small businesses may qualify for a 25% discount on the first product. To be eligible, the business must employ fewer than 500 people, have an average annual revenue below $10 million, and hold no more than five registrations. Documentation, including payroll and revenue reports, is required.
The EPA also offers fee waivers for products with minor agricultural uses or those deemed public health pesticides under the Food Quality Protection Act. Registrants seeking these waivers must provide supporting documentation.
Non-payment will lead to immediate cancellation of registrations, with registrants permitted to dispose of existing stock until January 15, 2026, unless otherwise notified. Suspended registrations must also pay maintenance fees to remain valid.
