
EU Sees Surge in Hazardous Chemicals Trade Following Benzene Regulation Changes
The ECHA reports a significant increase in the import and export of hazardous chemicals in the EU after benzene regulation updates.


Exporters and importers of PIC chemicals are required to submit their annual report detailing the quantities of PIC chemicals they exported from or imported into Great Britain during 2023. This data, to be reported in kilograms, should be provided to the HSE no later than 31 March 2024. Companies must utilise the templates provided on the HSE website to submit their information.
In accordance with Article 10 of the GB PIC Regulation, annual reporting must be completed within the first quarter of each year. This includes chemicals moved to or from Northern Ireland (NI). For EU exports and imports, companies are not required to specify the EU country, though indicating movements to or from NI is beneficial.
Not all PIC chemical movements are subject to reporting. The following are exempt and should not be included in the annual report:
Exports under special reference identification number (RIN) in quantities not exceeding 10kg per year to each importing country for research or analysis purposes.Imports for research and analysis in quantities not exceeding 10kg per year from any country.
Only the actual quantity of the PIC chemical contained within mixtures or articles needs to be reported.
If no exports for a certain PIC-listed chemical took place in 2023 for which an export notification was previously submitted, companies are expected to confirm such NIL returns.
Completed templates should be emailed to ukdna@hse.gov.uk by the deadline. In the subject line of the email, companies need to include the specific wording: "GB PIC - Annual Reporting - Article 10 - 2023 - [Your Company Name]."
The HSE has committed to publishing non-confidential data, which will be anonymized and aggregated, on their website later in the year.
