Companies and other stakeholders in Great Britain have been reminded of the approaching deadlines to submit renewal applications for active substances in biocidal products. The Health and Safety Executive (HSE) published an ebulletin emphasizing the critical dates for submissions under the GB Biocidal Products Regulation (GB BPR).

Explanation and Elaboration

The GB BPR, which operates independently from the European Union (EU) Biocidal Products Regulation applicable in Northern Ireland, mandates the submission of renewal applications at least 550 days before the expiry of the current approval of the active substance. Failure to do so will result in the removal of these substances from the GB market, impacting manufacturers, suppliers, and users of biocidal products.

The HSE has specified several substance/product type combinations for which the 550-day deadline is nearing:

 * 2,3,5,6-tetrafluorobenzyl trans-2-(2,2-dichlorovinyl)-3,3-dimethylcyclopropanecarboxylate (Transfluthrin) in product type 18 due by 29 April 2024
 * 3-(N-acetyl-N-butyl)aminopropionic acid ethyl ester (Ethyl butylacetylaminopropionate (IR3535)) in product type 19 due by 29 April 2024
 * Lauric acid in product type 19 due by 29 April 2024
 * methyl (E)-2-{2-[6-(2-cyanophenoxy)pyrimidin-4-yloxy]phenyl}-3-methoxyacrylate (Azoxystrobin) in product types 7, 9, and 10 due by 29 April 2024
 * Synthetic amorphous silicon dioxide (nano) in product type 18 due by 29 April 2024
 * Polyhexamethylene biguanide hydrochloride (PHMB (1415;4.7)) in product types 2 and 4 due by 29 April 2025
 * Hydrogen peroxide in product types 1, 2, 3, 4, 5, and 6 due by 30 July 2025
 * N-((6-Chloro-3-pyridinyl)methyl)-N′-cyano-N-methylethanimidamide (Acetamiprid) in product type 18 due by 30 July 2025

Stakeholder Actions

The HSE reminds all relevant stakeholders that support for an active substance/product type combination for renewal can come from any person, company, or consortium, not just the original supporters. The agency encourages those with a vested interest in any of the listed substances to check the GB Article 95 List for original supporters and engage with their suppliers accordingly. This proactive approach is critical to ensure the continued availability and use of these substances in the GB market post- renewal deadline.
