Stricter Biocide Regulations Needed to Protect Dutch Water Quality, Say Water Authorities
Dutch water authorities call for stronger biocide regulation to protect water quality and meet EU Water Framework Directive goals.

The European Commission has announced the extension of the deadline for the comprehensive review program of biocidal active substances. Originally scheduled to conclude by the end of 2024, the completion date is now set for 31 December 2030. This program, under Regulation (EU) No 528/2012, aims to systematically examine the safety of substances used in biocidal products, such as pest control and disinfection solutions, to ensure they meet the highest health and environmental protection standards.
The decision to extend the review program's timeline arises from several complex challenges encountered during the systematic examination process. Key issues identified by the Commission include:
As of 1 October 2023, only 46% of the work program had been completed, indicating a clear need for an extended timeline to ensure all substances are properly reviewed.
In response to the delays, the Commission has taken a proactive approach to engage with relevant stakeholders and implement measures aimed at accelerating the review process. These efforts include:
The extension to 2030 reflects the European Commission's commitment to conducting a thorough and meticulous review of biocidal substances, prioritizing human health and environmental safety. Furthermore, the Commission anticipates conducting a REFIT evaluation of the Biocidal Products Regulation, with potential legislative updates expected by the end of 2030.
During the recent public consultation, stakeholders expressed broad support for the extension, although some raised concerns regarding the new deadline's sufficiency and the need for adjustments to data protection provisions. The Commission has acknowledged these concerns and plans to review data protection legislation as part of its comprehensive evaluation of the regulatory framework governing biocidal products.
