
Stricter Biocide Regulations Needed to Protect Dutch Water Quality, Say Water Authorities
Dutch water authorities call for stronger biocide regulation to protect water quality and meet EU Water Framework Directive goals.


ClearKlens wipes, a powerful biocidal product developed by Diversey Europe Operations B.V., have recently received Union authorisation for use across the European Union. This significant approval, granted under Commission Implementing Regulation (EU) 2024/2189, marks a milestone in the product's journey and reflects its compliance with stringent EU regulations concerning biocidal products.
ClearKlens wipes are a biocidal product designed for disinfecting surfaces. They are based on isopropyl alcohol (IPA), a widely recognised active substance for its effectiveness in eliminating a broad spectrum of microorganisms, including bacteria and viruses. The product falls under product-type 2, which covers disinfectants and algaecides not intended for direct application to humans or animals, as described in Annex V of Regulation (EU) No 528/2012.
The Union authorisation granted to ClearKlens wipes by the European Commission allows the product to be marketed and used throughout the EU without the need for separate national authorisations. This approval is valid from 24 September 2024 to 31 August 2034, providing a ten-year window during which the product can be freely distributed and utilised across all member states.
The process leading to this authorisation involved a rigorous evaluation by the European Chemicals Agency (ECHA) and the competent authority of the Netherlands. After a comprehensive assessment of its safety, efficacy, and compliance with EU standards, ClearKlens wipes were deemed to meet all the necessary requirements laid down in Article 19(1) of Regulation (EU) No 528/2012.
The journey to obtaining Union authorisation for ClearKlens wipes began in March 2020 when Diversey Europe Operations B.V. submitted their application to ECHA. After thorough evaluation and review, including the submission of an assessment report and conclusions in July 2023, the final opinion and draft summary of product characteristics were provided by ECHA in December 2023. The Commission, agreeing with ECHA's assessment, granted the authorisation on 3 September 2024.
This process underscores the EU's commitment to ensuring that only products meeting high safety and efficacy standards are authorised for use, protecting both public health and the environment.
