In a landmark decision, the European Commission has granted Union authorisation for the biocidal product 'PPC Chlorine Liquid', manufactured by Vynova PPC SAS. This decision, detailed in Commission Implementing Regulation (EU) 2023/2727, dated 30 November 2023, marks a significant step in the regulation and safe use of biocidal products across the EU.

The journey began on 29 April 2019, when Vynova PPC SAS submitted an application for the authorisation of 'PPC Chlorine Liquid' under Regulation (EU) No 528/2012 and Commission Implementing Regulation (EU) No 414/2013. The product, intended for product-types 2 (disinfectants and algaecides not intended for direct application to humans or animals) and 5 (drinking water), underwent rigorous evaluation by the European Chemicals Agency (ECHA).

The Agency’s Opinion and Draft Summary

On 3 August 2021, the ECHA submitted its opinion and a draft summary of the biocidal product characteristics (SPC) of ‘PPC Chlorine liquid’. The Agency concluded that the product, subject to compliance with the draft SPC, meets the conditions laid down in Article 19(1) of Regulation (EU) No 528/2012.

'PPC Chlorine Liquid' contains chlorine, which is included in the Union list of approved active substances for product-types 2 and 5. The product is primarily intended for the disinfection of wastewater, drinking water, water in reservoirs, and collective water systems, including those used in healthcare facilities and for animal consumption.

Specific Adjustments and Authorisation Details

Germany requested specific adjustments to the terms and conditions of the Union authorisation for its territory. These adjustments, as detailed in the regulation, align with the German Drinking Water Ordinance. The authorisation, with the number EU-0027045-0000, is valid from 27 December 2023, until 30 April 2033.

The regulation emphasises the importance of risk mitigation measures, including proper handling, storage, and disposal of the product. It is crucial to ensure that the concentration of chlorine and chlorate in drinking water does not exceed national and EU limits. Regular water quality assessments are recommended to assure compliance with quality standards.

Implications for Stakeholders

This authorisation presents opportunities and responsibilities for professionals, including industrial users. They must ensure compliance with the specific conditions of use, storage, and disposal as laid out in the regulation. Additionally, professionals should be trained and aware of the risk mitigation measures associated with the use of 'PPC Chlorine Liquid'.

The Union authorisation of 'PPC Chlorine Liquid' is a testament to the EU's commitment to regulating biocidal products to ensure their safe and effective use. It represents a balance between public health protection and the need for effective biocidal products in various sectors. Stakeholders are encouraged to familiarise themselves with the regulation's provisions and ensure adherence to the stipulated safety and usage guidelines.
