
Stricter Biocide Regulations Needed to Protect Dutch Water Quality, Say Water Authorities
Dutch water authorities call for stronger biocide regulation to protect water quality and meet EU Water Framework Directive goals.


The Health and Safety Executive (HSE) of Great Britain has announced that an active substance vital for biocides is no longer supported within its regulatory framework. The active substance in question, 2,2-dibromo-2-cyanoacetamide (DBNPA) with CAS number 10222-01-2 and EC number 233-539-7, for product type 02, did not receive the necessary dossier to support its inclusion in the GB Review Programme. This development puts the active substance on track for non-approval under the GB Biocidal Products Regulation (GB BPR), separate from the EU Biocidal Products Regulation (EU BPR) which applies in Northern Ireland. This non-approval implies that products containing DBNPA in the applicable product types will ultimately be phased out from the GB market. Those in the biocidal products industry should be aware that the approval of active substances under GB BPR is set to expire if a renewal application is not filed within 550 days prior to the expiration date. Stakeholders are reminded that it's not mandatory for only the original supporters to renew a substance; any person, company, or consortium can take up the task. It's crucial for suppliers and users to ensure that their active substances receive timely support to avoid market withdrawal in GB.
Failure to submit a renewal application by the respective deadlines will mean that such active substances will no longer be available for use in biocidal products or treated articles in the relevant product types.
